13/11/09 Revised Main Issues Report
Timeline
The date for publication of the MIR has now
been revised. It is now intended that the MIR package will
be considered by the SESplan Joint Committee on 26 March 2010
following which it will go through a ratification process
by the Partner Authorities. Consultation is therefore expected
to start in late Spring once the Plan has been printed. Details
will be posted to the website as the Plan progresses.
The SESplan team would like to take this
opportunity to thank all who submitted during the Spring Consultation.
03/03/09 Submission of Development
Plan Scheme
The SESplan Joint Committee on 26 January
approved the first Development Plan Scheme (DPS) for the Strategic
Development Plan. The Planning etc. (Scotland) Act 2006 requires
a DPS to be prepared at least annually for the SDP. Its purpose
is to set out SESplan’s programme for preparing, reviewing
and consulting on its SDP. Copies of the SDP have been submitted
to Scottish Ministers and will be placed in local libraries
throughout the SESplan area. You can also download
a copy.
Approval of Boundary Plan
The Scottish Ministers on 12 November 2008
made their determination of the four strategic Development
Plan Authority boundary plans. They state that they are content
that the boundaries submitted provide an appropriate basis
for strategic planning in the city regions. The approved boundaries
therefore match those submitted by the authorities themselves.
The Scottish Government has now published Circular
3/08 confirming the SESplan SDP area.
28/10/08 Engaging with Key Agencies
On 28 October in a speech on delivering planning reform at the ‘planning summit’, Mr John Swinney, the Cabinet Secretary for Finance and Sustainable Growth, announced that SESplan had been chosen as the only Scottish SDPA to take part in a pilot exercise aimed at actively engaging key agencies in the SDP process.The intention is that, facilitated by Scottish Government, SESplan will work with SEPA, SNH, SW and Transport Scotland as active partners to promote their engagement in the new strategic development planning process. Examples of good practice from this exercise will be shared nationally. The pilot, which will start next year, is a real opportunity to develop our SDP project from the outset with full involvement and buy-in from these key statutory agencies.
25/9/08 SDP Boundary Plan Submission
SESplan submitted its proposed Strategic Development Plan submission to the Scottish Ministers, as required by section 5 (1) of the Planning etc. (Scotland) Act 2006 on 25 September 2008. The submission comprises a proposed SDP boundary plan, a written statement justifying our proposal and a summary of how we engaged with relevant interests. The submission was approved by the SESplan joint Committee on 25 August 2008 and subsequently endorsed by each of our six member councils.
27/6/08 Consultation on Proposed SDP boundary
The SESplan Joint Committee on 27 June agreed to consult with stakeholders on a proposed SDP boundary. The committee report sets out the councils preferred approach which is to follow, where possible, existing local authority boundaries. This is feasible for Edinburgh, East Lothian, Midlothian, Scottish Borders and West Lothian. However, Fife is within both the Dundee SDPA and the Edinburgh SDPA, and the legislation does not allow any overlap between them. As a result a boundary will have to be identified through Fife and it is proposed that it will follow existing Local Plan boundaries.
