SEA Scoping Report
Background
South East Scotland Strategic Development Plan Authority (SESplan) is preparing a Strategic Development Plan (SDP) to cover six council areas in the south east region of Scotland, including East Lothian, City of Edinburgh, Fife, Midlothian, Scottish Borders and West Lothian. SESplan appointed Natural Capital Limited (NC) to provide consultancy support to the team completing the Strategic Environmental Assessment (SEA). The first stage in the development of the SDP is the production of a Main Issues Report (MIR) which sets out the main issues and options for future development in the area and gives an indication of the preferred options to be taken forward in the SDP.
Requirement for SEA
The Environmental Assessment (Scotland) Act 2005 requires development plans and programmes developed by public bodies to be subject to Strategic Environmental Assessment (SEA). The SDP for the SESplan region will be a significant plan, guiding development in the area up to 2032. The significance of the SDP underlines the important contribution that the SEA process will make to plan making process.
